Did you know the District offers free online account access and bill payment through Xpress BillPay? Paperless statements are available online by the 10th of the month, and Xpress BillPay’s auto pay option ensures timely payment of your monthly service charges. Visit libertylake.org and select Bill Pay to create a user id and password.

If you prefer to use your bank’s online bill payment feature, please verify that your District account number reference is complete and correct. Many customers share names, many owners don’t share tenant information with the District, and “old” utility account number references can overlap with current utility account numbers.
District account numbers are seven digits: 00000.00 or 0000000
If you prefer to write a personal check, please be sure to include the statement remittance to ensure timely and accurate posting of your payment. Without a remittance, it can be difficult to identify the account to apply the payment. Also, there has been an increase in bank rejections of personal checks – please always…
- Use blue or black ink – colored ink such as aqua or purple are invisible to bank scanning equipment.
- Print legibly – the bank’s scanning equipment will determine the amount of the check.
- Use a standard ink pen – felt tip markers, white board markers, sharpies, and crayons are illegible to bank scanning equipment.
Bank rejected payments will be returned to the sender.
The Governor’s Ratepayer Assistance and Preservation of Essential Services Order expires September 30, 2021 and the District’s collection efforts will resume, including late fee charges. Monthly statements are available by the 10th of the month and payment must be received by the District on or before the 30th of the month to avoid a 10% late fee on the unpaid balance.
