The Liberty Lake Sewer and Water District is seeking an Operations Technician for the District’s Water/Wastewater Operations. The District is located 17 miles east of Spokane Washington and 3 miles from Idaho state line. The District is governed by a 3 member Board of Commissioners. The District has 18 employees including the General Manager, administration, water distribution and sewer collection operations, and water reclamation facility staff.

The Water/Wastewater Operations Technician functions as a multi-skilled professional who performs and coordinates a variety of specific and non-specific jobs related to operation and maintenance of the District’s water distribution system and wastewater collection system to provide safe, secure, and reliable water and sewer service.

Job Functions:

This position performs a variety of duties in support of the District’s meter reading and meter replacement program.

  • Reads and records customer water meters in accordance with an assigned schedule and route; enters meter readings into a hand-held meter reading device; ensures accuracy of readings.
  • Check for erroneous changes in amounts used and reports abnormal or suspicious meter conditions or usage patterns to the District.
  • Perform brush trimming around all meter appurtenances, box and lid repair or replacement, meter repairs under direction of the Water/Wastewater Operations Chief Operator; reports and conducts major meter repair or replacement, potential cross connections, and unauthorized usage or connections.
  • Makes field repairs to water meters and performs routine preventative and corrective maintenance.
  • Installs new water services as required or requested including main taps, vault and meter installations.
  • Detects and repairs water and sewer line leaks as instructed.
  • Work closely with Administrative Assistant to provide routine reads, closing reads, re-reads, and distribute door hangers.
  • Return hand-held meter reading device to the District for the uploading to the billing system and preparation of bills.
  • Performs and helps coordinate customer service duties such as field checks, water tests, sampling, locates, or responding to customer calls, emergencies, complaints.
  • Assists in District construction and repair projects and performs duties such reviewing plans and schedules, on site problem solving, or interfacing with customers and contractors.
  • Performing office duties related to communication with developers and customers regarding water service.
  • Provide backup and assistance to other District employees as requested.

Qualifications: Any combination of education and experience that provides the requisite knowledge, skills and abilities to perform the essential functions of the position. The Water/Wastewater Operations Technician must have appropriate knowledge of the construction and maintenance of water distribution systems, public health and water quality requirements and cross connection control. The Operations Technician must have the ability to use a variety of potentially hazardous tools safely and efficiently, including knowledge in the use and maintenance of motor vehicles and in the use of hand and power tools. Personal communication skills are essential to interact with individuals and customers.

Pay Range: The hourly pay rate for the Operations Technician is $21.46 – $33.91. Pay offered depends upon experience and qualifications. LLSWD is an equal opportunity/affirmative action employer.

The District contributes 7.65% of employee compensation to 401(a) in lieu of Social Security and will match 100% of employee 457(b) elective deferrals up to a maximum of 10% of employee compensation. The District provides job-related continuing education and certification, and an allowance for uniforms.

Paid leave includes 10 paid holidays and 2 personal holiday days per calendar year; paid sick leave accrues at 8 hours per month and vacation accrual begins at 12 hours per month.  Additional paid leave is available for bereavement and jury duty.
